MOVES II Plan 2020: aid for the purchase of cars

The second edition of incentive program for efficient and sustainable mobility (MOVES II Plan 2020) came into force on June 16.

El MOVES II Program 2020 agrees to aid to the autonomous communities and the cities of Ceuta and Melilla. Equipped with 100 millones de euros coming from the general budgets of the State, the MOVES II Plan is aimed at encouraging efficient and sustainable mobility and to this end, the purchase of alternative vehicles will be encouraged, electric vehicle charging infrastructure will be installed, electric bicycle loan systems and the implementation of sustainable urban mobility measures will be promoted, implemented by both companies and City Councils. , to adapt mobility in a scenario of new demands derived from the post period COVID-19.

Changes compared to the first edition of the MOVES Plan

The main modifications regarding this first edition that closed its validity on December 31, 2019, in addition to the budget increase, focus on expanding the actions eligible for support City Councils in their adaptation to mobility needs after the COVID 19 pandemic, include the optional scrapping of a vehicle more than seven years old, increase the limit price of a passenger vehicle to be eligible, expand the maximum budget that can be dedicated to heavy gas vehicles (given the demand generated), vehicles will be eligible of “demo” electrical and fuel cells up to 9 months old, and give greater flexibility to the autonomous communities and cities of Ceuta and Melilla in their management, as well as recognizing a percentage of the budget for program management expenses.

Distribution of MOVES II 2020 Plan funds

The territorial distribution of the funds will be managed with the autonomous communities and coordinated by IDAE (Institute for the Diversification and Saving of Energy). To do this, the different autonomous communities must hold calls in their respective territories.

Performance 1

Direct acquisition or through financing operations through financial leasing, or leasing through renting, of alternative energy vehicles. In the case of the acquisition of new vehicles of categories M1 and N1, the amount of aid for the acquisition of the vehicle may be increased, if the ultimate recipient of the aid certifies that a vehicle registered in Spain has definitively been removed from circulation, being its holder in the Vehicle Registry of the General Directorate of Traffic, provided that each vehicle meets the requirements detailed in this royal decree. M1 and N1 “demo” electric and fuel cell vehicles up to 9 months old will be eligible.

Performance 2

Implementation of electric vehicle charging infrastructure, through the direct acquisition modality. Furthermore, in the case of communities of owners, electrical pre-installation for recharging electric vehicles will be eligible for subsidy.

Performance 3

Implementation of electric bicycle loan systems, whether public or restricted to companies or industrial estates.

Performance 4

Implementation of measures contained in transportation plans to work in companies and measures to be carried out by City Councils in urban centers to adapt mobility in a scenario of new demands derived from the post-COVID 19 period.

Budget of the MOVES II Plan Program 2020

The total endowment of the program amounts to 100.000.000 euros, but the budget may be expanded if budgetary availability is extended, as long as the validity period has not expired.

Program Incompatibilities

This aid will not be compatible with other aid or subsidies that may be granted for the same purpose.

Amount of aid

Performance 1

They vary depending on engine and vehicle category. From 600 euros for light electric quadricycles to 15.000 euros for the purchase of electric trucks and buses. Aid for the purchase of electric passenger cars can reach, depending on the type of beneficiary, up to €5.500 with scrapping and up to €6.000, also with scrapping, in the case of commercial vehicles weighing up to 3.500 kg.

In parallel and in the case of purchasing vehicles of categories M1 and N1, manufacturers or points of sale are required to give a minimum discount of one thousand euros on the invoice.

In cases of acquisition of passenger cars by ultimate recipients who are disabled individuals with reduced mobility and a vehicle adapted or adapted for driving, provided that the adaptation is recorded in the technical data sheet of the acquired vehicle, the amount of aid will be increased by amount of 750 euros. This increase will also apply to the acquisition of category N1 vehicles by self-employed professionals, people with disabilities with reduced mobility and a vehicle adapted or adapted for driving.

Performance 2

Regarding electric vehicle charging points (public and private), the aid will be 30% or 40% of the eligible cost, depending on the type of beneficiary, establishing a limit of 100.000 euros.

Performance 3

As for electric bicycle loan systems, the aid will be 30% of the eligible cost, establishing a limit of 100.000 euros.

Performance 4

For the implementation of Transport Plan measures for Work Centers and measures to be carried out by City Councils in urban centers to adapt mobility in a scenario of new demands derived from the post-COVID 19 period, the aid will be 40%. or 50% of the eligible cost, depending on the type of beneficiary, establishing a limit of 500.000 euros.

Who will be eligible for aid from the MOVES II 2020 plan

In actions 1 and 2, natural persons and self-employed persons, communities of owners, legal entities incorporated in Spain, whose NIF begins with A, B, C, D, E, F, G, J, R or W, may opt for aid. , Local entities and institutional public sector.

On the other hand, for actions 3 and 4, natural persons from communities of owners will not be eligible for aid.

Deadlines for applications

Said aid may be requested at the time when the different communities and autonomous cities indicate it in the respective calls and the aid will be maintained until one year has passed, from the date of publication of the extract of the corresponding calls.
